Connecting Infrastructure: Public Asset and Infrastructure Privatization

Rob Martínez is a graduate of Columbia University and holds a Ph.D. from Yale University.  During the first Bush Administration, he served at the U.S. Department of Transportation as Deputy Administrator for the Maritime Administration and was promoted by President George H. W. Bush to Associate Deputy Secretary of Transportation and Director of the Office of Intermodalism. 

Dr. Martínez began working for Norfolk Southern in 1993 but left in 1994 to become the Secretary of Transportation for the Commonwealth of Virginia under Governor George Allen.  As Secretary of Transportation, he had oversight over the Virginia Department of Transportation (highways), the Department of Rail and Public Transportation, the Virginia Department of Aviation, the Department of Motor Vehicles, and Virginia Port Authority.

Dr. Martínez returned to Norfolk Southern in early 1998, where he now serves as Vice President Business Development.  In this position, Dr. Martínez has oversight for international business development, including NS’ Mexican subsidiary, Norfolk Southern Mexicana; the Industrial Development Department; the ports on the NS network; and for the Market Research and Economics group. 

Dr. Martínez has published fairly extensively on issues of transportation policy and is also the author of a full-length book entitled:  Business and Democracy in Spain (Praeger Publishers, 1993).

Dr. Martínez is married to Cristina Dziwura Martínez and they have three children, son Javier (17), daughter Pilar Rocío (12) and son Sebastián (9).  They reside in Norfolk, Virginia.

Geoffrey Segal
Vice President Government Relations MacQuarie Securities (USA)

Geoff is Vice President of Government Relations at Macquarie.  Over the course of his career in public policy, Geoff has served as an advisor to former Florida Governor Jeb Bush’s Center for Efficient Government; South Carolina Governor Mark Sanford and Indiana Governor Mitch Daniels, where he primarily worked with the Government Efficiency and Financial Planning group inside the Office of Management and Budget.  Recently Geoff was appointed to the Commonwealth Competition Council by House Speaker William Howell and was subsequently elected Vice-Chairman.

Before joining Macquarie in October 2007, Geoff worked at the Reason Foundation for seven years.  At Reason, Geoff was the Director of Privatization and Government Reform, where he oversaw and managed the research center on privatization and public-private partnerships conducting original research and political outreach. 

Geoff has worked closely with legislators in two dozen states in efforts to improve government performance and enhance accountability in government programs.

Charles Kostro
Finance Director / Treasurer
Town of Newbury, MA
(Former Deputy Secretary of Massachusetts Transportation Department)

Chuck Kostro has served in state and local government for 22 years, including 15 years with the state transportation departments in Massachusetts and Virginia.  During his time in transportation, Chuck has worked on some of the largest and most innovative public-private partnerships in the country.  From 1992 to 1996, Chuck developed and supervised the managed competition program for highway maintenance for the Massachusetts Highway Department.  In 1992, the Federal Highway Administration termed the MassHighway program the “most extensive privatization effort in the country” for highway maintenance.  In 2000, Chuck managed the proposal development and procurement process for the first privately financed, design-build highway project in Massachusetts, the $385 million Route 3 North add-a-lane project.

With the Virginia Department of Transportation, Chuck worked in the Innovative Project Delivery Division.  He was the Program Manager for several projects developed under Virginia’s Public-Private Transportation Act.  These projects included the I-495 Capital Beltway Project, the Route 460 Project and the Coalfields Expressway Project.

Since 1986, Chuck has served in several senior management positions in state and local government, including serving as the Deputy Commissioner of the Massachusetts Highway Department and from 1999 to 2003 as the Undersecretary of Transportation for the Commonwealth of Massachusetts.  Chuck has a Master’s Degree in History and a Bachelor’s Degree in Political Science from the University of Massachusetts.

John Ma

Managing Director

Goldman Sachs

John is a managing director in the Public Sector and Infrastructure Banking group. He helps lead the group’s efforts in developing public-private partnerships, specifically in the emerging market of concession-leases of public infrastructure assets to private investors and operators. His transaction experience in the sector includes toll roads, marine port terminals, water systems and lottery assets. Prior to joining the Infrastructure Group, John worked in the healthcare investment banking group. Within healthcare, he focused on mergers and acquisitions, primarily in the healthcare services sector. John joined Goldman Sachs in 1998. He spent 2001 working for the firm in London as part of the European healthcare team. In 2004, John was a member of the firm’s Merger Leadership Group, helping manage conflicts and business selection issues for the firm. He became a managing director in 2006. His previous experience includes working as a strategy consultant for Monitor Company from 1993 to 1995. He received
an AB from Harvard University in 1993 and a JD from Yale Law School in 1998.

Joseph Giglio

Senior Academic Specialist and Executive Professor of General Management

Northeastern University

Professor Giglio has an extensive background in business, public policy, and finance. He has served as executive vice president at Smith Barney; president of Chase Municipal Securities; and senior managing director at Bear, Stearns & Co. He has also served as chairman of Apogee Research Inc. Professor Giglio has also held a series of senior management positions with the Federal Government and with both the City and State of New York. He served as chairman of President Reagan's National Council on Public Works Improvement and has chaired the U.S. Senate Budget Commission on Innovative Financing of Infrastructure. Professor Giglio served as chairman of the board for the Intelligent Transportation Society of America (ITSA), a federally charted advisory committee addressing public and private sector technology applications. He currently serves as a special advisor to the Office of the Secretary of Transportation. He is also the vice chairman of the Hudson Institute, a leading public policy organization in Washington D.C., and an elected board member of the Pioneer Institute. Professor Giglio is a former board member of the Massachusetts Higher Education Financing Authority and former Chairman of the Public-Private Division of the American Road and Transportation Builders Association. He sits on the board of a number of private corporations, including Quixote Corporation, and has written extensively on finance and transportation public policy. Professor Giglio was appointed by Governor Romney to the Transportation Finance Commission and the Massachusetts Health and Higher Education Authority.
